衛星の軌道要素が Celestrak NORAD, Space Track で公表されない理由がわかり
ました。今回 (19 Nov.2010) の打ち上げに使われたロケット'Minotaur-4 HAPS'
は、「U.S. Air Force Space and Missile Systems Center」、つまり 米国空軍
に関係する軍事機密的理由から一般公表されないということです。ミシガン大学
の RAX-1管制局の私信から、それがわかりました。

It is a pleasure and honor to hear from you. For years now, I have enjoyed
seeing your satellite contacts and comments on the AMSAT email list.
You have been added to the TLE distribution list.
Unfortunately, due to the nature of our launch vehicle, it was the Air Force,
they are not making TLEs available.
