Russia's Soyuz 2-1B rocket lifted off from the 1S launch pad at
the Vostochny Cosmodrome at 5:41 UTC on November 28, 2017 with the
Meteor-M 2-1 weather satellite and 18 small satellites riding as
secondary payloads. Becoming the second Soyuz to lift off from the
Eastern Spaceport, Soyuz 2-1B performed as planned but the mission
ran into trouble when handing over to the Fregat upper stage, failing to
achieve a stable orbit, reportedly as the result of a programming error.
