soundmodem.ini is located ... in Windows10 ― 2020年03月05日 21時47分

C:/Users -> AppData -> Local -> VirtualStore
         -> Program Files -> (soundmodem105) -> soundmodem.ini

And, 

Right click on the folder -> Properties -> Security -> Users
  -> Edit to change permissions -> Users -> Check "Full control"

Then, this ini_file is saved in this own folder.

My main Windows PC was broken and no longer boots,
so the Linux notetype PC was promoted to main PC.

VB-CABLE Virtual Audio Device #1 ― 2020年03月07日 18時54分

The sound card in my notetype Windows10 PC does not have the stereo mixer.
So, I installed a virtual audio device called "VB-Audio Virtual Cable"
and tried to decode 9k6 signal of CubeBel-1 using SDR# and hs-soundmodem21.

Set as Default Device "CABLE Input" and "CABLE Output" in the tab "Playback"
and "Recording" of Sound settings on Windows10. Then the received signal
can be decoded by the soundmodem software. However, I cannot hear the
reception sound in SDR#. This is my problems to be solved.

All the related folders on Windows10 should be set to "Full control" as follows.
This [folder] = SDR#, Orbitron, Soundmodem, Agw_Online_Kiss, Tlm_Forwarder, etc.

Right click on the [folder] -> Properties -> Security -> Users
  -> Edit to change permissions -> Users -> Check "Full control"
