アマチュア無線局から、衛星 FO-29 の CW テレメトリのデータ解析用
に私が作成したプログラム "fo29cwte.exe" について、その中のスピン
周期に関して、次のような質問メールが来ました。

Hi Mineo,
In England we have National Science Week soon.
At our amateur radio station at the National Space Centre
in Leicester (GB2NSC) we will be demonstrating telemetry
from orbiting spacecraft.
To get ready for the event I have been using your excellent
decode program for FO-29 CW telemetry.
If you have time I have a question. I used sample3.txt and
the graph function. When I graph spin rate there are some
very sharp falls in spin rate.
I do not understand this, can you tell me why ?
Will I see this when I capture enough lines of data ?
